1 MANAGEMENT Premiere Racing is the Organizing Authority for Acura Miami Race Week 2006.

2 RULES 2.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS) 2005-2008, the 2006 IRC Rules, the PHRF Rules and Regulations as adopted and amended by the Premiere Racing PHRF Consortium, and the 2006 Miami Race Week Safety Requirements (posted on the event web site).

2.2 The prescriptions of US SAILING will not apply except its prescriptions to rules 68 (Damages), 76.1 and rule 76.3 (Exclusion of Boats or Competitors), and Appendix F (Appeals Procedures), which will be included in their entirety on the event web site as an appendix to the Sailing Instructions and will be posted on the official notice board.

3 OTHER RULES & REQUIREMENTS

3.1 All boats shall carry an operating VHF radio.

3.2 With the exception of the Etchells class, all boats shall be sailed by at least 4 persons.

3.3 Crew weigh-ins are required for the Farr 40, J/105, J/109, J/29, J/80, Melges 24, Mumm 30, Swan 45 classes and other One Design classes whose rules specify crew weigh-ins.

3.4 IRC crew weight and limitations: The maximum total crew weight shall not exceed the product of the Crew Number printed on the boat’s certificate, plus one, multiplied by 180 pounds. Crew weigh-ins are not required for IRC entries, but IRC Crew Weight Limitations may be subject to protest. Boats shall sail with the same crew in all races, unless crew change is approved by the Race Chairman. Any request for changes in crew or crew numbers must be submitted to Acura Race Headquarters in writing prior to the race in which the change is to take place.

3.5 Premiere Racing’s PHRF Rules and Regulations, which include PHRF crew limits, are posted on the event web site. Premiere Racing’s PHRF Consortium will assign PHRF handicaps for this event. The PHRF Consortium will be comprised of approximately 8 members from different PHRF regions across the country. Any questions pertaining to PHRF issues should be referred to Premiere Racing and not to the individual members of the Consortium.

3.6 Acura Miami Race Week 2006 will host the 2006 Transpac 52 Global Championship. There will be a separate Notice & Conditions of Race and Sailing Instructions for the Transpac 52 class. They will be posted on the event web site along with additional information and requirements specific to the Global Championship.

4 ADVERTISING

4.1 Those One Design classes that have chosen to race under Category A will sail under Category A for this regatta. Those One Design classes that have chosen to race under Category C and those boats sailing under the handicap rules (PHRF and IRC), will sail under Category C. Boats that intend to display advertising in accordance with Category C must so indicate on their entry form. Competitors are requested to respect the brand exclusivity of the Official Sponsors of this event. Their participation enhances the event for all competitors.

4.2 All boats shall display the event bow stickers on their bow while racing.

5 ELIGIBILITY AND ENTRY

5.1 Acura Miami Race Week is open to the first 200 One Design, PHRF, and IRC monohull boats, 22-85 feet LOA between hull perpendiculars that submit a completed entry.

5.2 Acura Miami Race Week is open to those boats whose Owner or Skipper is a current member of their National Authority (US SAILING for U.S. entries; to join call 1-800-877-2451).

5.3 The entry deadline is 1700, February 10, 2006. A completed entry form, a signed waiver form and the entry fee must be received by Premiere Racing by February 10, 2006 to avoid the late fee of $150. No entries will be accepted after February 22, 2006 without an additional surcharge. Entry acknowledgment will be sent to the first 200 valid entrants shortly after entry receipt.

5.4 The following one design classes are invited to participate: Beneteau First 36.7, Beneteau First 40.7, C&C 99, Farr 40, Etchells, J/105, J/109, J/120, J/24, J/29, J/80, Melges 24, Melges 32, Mumm 30, Swan 45, T-10 and Transpac 52. Other One Design classes and groups of boats wishing to race level will be provided a separate class start or scored as a separate sub-class within their PHRF class at the discretion of the Race Chairman based on the number of entries and the event classes that are established.

5.5 PHRF entries must have a PHRF handicap of 135 or less and a minimum LOA between hull perpendiculars of 26 feet. Entrants who competed in Acura Miami Race Week 2005 or Acura Key West 2006 and whose boats will be in the identical configuration do not need to submit the full handicap application again or the application fee. They must instead indicate such on the entry form. All other PHRF entrants must submit a completed PHRF handicap application, all current PHRF handicap certificates, and US$60 (check payable to Premiere Racing, Inc.) prior to the February 10, 2006 entry deadline. After that date a late fee of US$100 must accompany the PHRF application. Current local certificate(s) are required by all PHRF entries for measurement verification only. Miami handicaps may differ from local handicaps, and Acura Key West 2006 handicaps may be adjusted as per the PHRF Rules & Regulations to account for the local Miami sailing conditions. The consortium reserves the right to provide a new rating based on observed performance at Acura Miami Race Week 2005 or Acura Key West 2006.

5.6 IRC racing will be offered if sufficient entries are received and satisfactory classes can be established. Competitors wishing to race under IRC must submit a copy of their 2006 valid ‘Endorsed’ IRC rating certificate with their completed entry form prior to the February 10 deadline. IRC rating applications for US flagged boats can be obtained through US SAILING (401-683-0800 or IRC@ussailing.org). Boats from other nations should consult their rating office or contact www.rorcrating.com. IRC entrants are also required to submit a completed PHRF application so that rating determination and PHRF class assignment can be made if there are insufficient IRC entries to form a stand-alone class. In this event, IRC entries may be scored as a separate subclass within a PHRF class.

5.7 A Miami PHRF certificate will be faxed or mailed to entrants after the PHRF Consortium has assigned a handicap. PHRF entrants should not wait for their handicap certificate before submitting their entry.

6 FEES

6.1 The entry application shall be accompanied by an entry fee. The entry fee, based on LOA for Ocean divisions, is delineated below. An administrative fee of US$100 will be applied to any cancellations.

*A boat’s LOA is to be rounded to the lower whole number (i.e. 29.01’ = 29’ and 29.99’ = 29’) for the purpose of determining entry fees.

6.2 Access Cards will be required for each person participating in any of the event’s shoreside activities. Premiere Racing will establish two race headquarters and regatta social centers, one at Miami Beach Marina for the Ocean division competitors and the second at the Shake-A-Leg Miami facility for Biscayne Bay division competitors. The Access Card provides access to both sites and to the “South Beach Regatta Rendezvous” at the Avalon Hotel on Saturday evening. Shoreside activities will include weather briefings, complimentary beverages, raffle prizes, sponsor demonstrations, snacks and hors d’oeuvres, race video, music and a daily awards ceremony following the racing. Access Cards, which are optional, will cost US$35 for Ocean division entrants and $US25 for Biscayne Bay division entrants in advance. Access cards will cost $5 more on site.

8 MEASUREMENT, APPEALS AND CLASSES

8.1 The preliminary scratch sheet will be available on or about February 22, 2006 on the event web site.

8.2 PHRF

8.2.1 Best efforts will be made to have the preliminary PHRF class breaks with the PHRF handicap for each entry posted on the Race Week web site by February 22, 2006. Additionally, they will be posted on-site at Acura Race Headquarters no later than 0900 on Wednesday, March 8, 2006.

8.2.2 PHRF Class Breaks: In an effort to provide ‘like racing’ under PHRF, boat displacement, sail area to displacement, and other factors will be considered when determining class breaks.

 

 

8.2.3 Premiere Racing will appoint a Special PHRF Handicapping Appeals Committee. Those owners who wish to appeal their handicap or the handicap of a competitor must pay an administrative fee of US$150 and submit their appeal in writing to Premiere Racing no later than February 22, 2006. Checks should be payable to Premiere Racing, Inc. This fee will be donated to Shake-A-Leg Miami, the official charity for race week. Appeals should be filed only if there is new and relevant information that the Consortium was unaware of at the time the handicap was assigned. Any questions pertaining to PHRF handicaps should be referred to Premiere Racing and not to the individual members of the PHRF Consortium.

8.2.4 No appeals will be accepted on-site except those dealing with administrative or certificate errors. On-site appeals must be submitted at Acura Race Headquarters at the Miami Beach Marina between 0800-0900 Wednesday, March 8, 2006. Both appellant and owner/representative of the boat whose rating is being appealed (if applicable) must be at Acura Race Headquarters during that time frame for the appeal hearing. The appellant is responsible for notifying the owner of the boat whose rating is being appealed (if applicable). Appeal forms are available by calling Premiere Racing.

8.3 IRC

8.3.1 The IRC Rating Authority has directed that the 2006 IRC Rules shall apply for Acura Miami Race Week 2006.

8.3.2 Owners must provide an ‘Endorsed’ IRC rating certificate. To ensure receipt of an Endorsed certificate by the February 22, 2006 deadline, US flagged boats are to submit a fully completed, measurer verified IRC application to IRC@ussailing.org prior to February 1, 2006. Boats from other nations should consult their rating office or contact www.rorcrating.com.

8.3.3 Except to correct Rating Office errors, no changes to IRC certificates will be permitted after 1700, March 3, 2006 without the express permission of the RORC Technical Director.

9 SAILING INSTRUCTIONS The Sailing Instructions will be available on or about March 1, 2006 on the Race Week web site and at Acura Race Headquarters beginning on Wednesday, March 8, 2006.

10 RACING AREAS / CLASS ASSIGNMENTS

10.1 It is anticipated that there will be four separate racing divisions, three Ocean divisions and one Biscayne Bay division.

10.2 PHRF, IRC and One Design classes will race on the three Ocean divisions outside Miami’s Government Cut.

With the exception of the Transpac 52 class, all ocean classes have four race days scheduled (March 9-12, 2006).

The Mumm 30 class racing on Thursday, March 9 will be separate from the Acura Miami Race Week series racing Friday-Sunday (March 10-12).

The Transpac 52 Global Championship is scheduled for 6 days (March 7-12, 2006). A separate schedule, including race format, for the Transpac Championship series will be posted on the event web site.

10.3 The inshore one design classes, including the Melges 24, Etchells, J/24 and other designated classes, will race on Biscayne Bay. Three race days are scheduled (March 10-12, 2006).

   

11 SCORING

11.1 For those classes scheduled to race four days, 10 races are scheduled. For those classes scheduled to race three days, 8 races are scheduled. A maximum of 3 races may be held on any race day. For all classes, 3 races must be completed to constitute a series.

11.2 The Low Point Scoring System of RRS Appendix A will apply as follows. Except for the Farr 40, Mumm 30, and J/105 classes, a boat’s series score will be the sum of her race scores excluding her worst score subject to rule 89.3(b) if at least seven races are completed. For the Farr 40, Mumm 30, and J/105 classes, a boat’s series score will be the sum of her race scores without discard.

11.3 PHRF Classes will be scored using the handicaps provided by the Premiere Racing PHRF Consortium with the actual course distances used.

11.4 The IRC Classes will be scored using the IRC Time Correction Factor using time on time scoring.

12 DECISIONS OF THE JURY

12.1 When an International Jury is properly constituted in accordance with RRS 70.4, 90(b) and Appendix N, its decisions will be final (Ocean divisions).

12.2 Decisions of the National Jury are subject to appeal (Biscayne Bay division). In the event that an International Jury hears protests and redress requests on this division, its decision will be final in accordance with RRS 70.4.

13 ARBITRATION For protests involving an alleged breach of the rules of Part 2 of the RRS, a short arbitration hearing will be held prior to a protest hearing. This modifies Part 5 Section B of the RRS.

14 RESPONSIBILITY

14.1 The safety of a boat and its crew is the sole and inescapable responsibility of the Skipper who must ensure that the boat is fully sound, thoroughly seaworthy and manned by an experienced and physically capable crew. Neither the establishment of regulations or inspection of a boat in any way limits or reduces the complete and unlimited responsibility of the Skipper.

14.2 It is the sole and inescapable responsibility of the Skipper of each boat to decide whether or not to start or continue in any race.

14.3 Premiere Racing and participating Sponsors and Industry Partners of Acura Miami Race Week 2006 do not accept responsibility for loss of life or injury to participants or others, or for the loss or damage to any vessel in any way or from any cause during or related to this event.

15 PRIZES

15.1 Regatta class awards will be presented to the first place boat each day. On multiple race days, class awards will be presented based on combined scores for the day.

15.2 Overall series awards based on the cumulative scores for the event will be awarded to first, second and third place boats in each class after the final race.

15.3 A Boat of the Day award will be presented for each day’s top performer on the Ocean and Bay courses.

15.4 The Shake-A-Leg Miami and Miami Beach Marina awards will be presented to the boats on the Bay and Ocean courses, respectively, which show the most improvement over the course of the regatta.

15.5 The City of Miami Trophy, awarded to the PHRF Boat of the Week, will be presented to the PHRF class winner whose class featured the closest, most competitive racing for the series.

15.6 The 2006 Transpac 52 Global Championship trophy will be awarded to the first place boat in the Transpac 52 class championship series.

15.7 The Acura Boat of the Week Trophy will be presented to the top performing boat at race week, which will be the class winner whose class featured the closest, most competitive racing for the series.

15.8 The Acura Grand Prix Awards will be presented to the Transpac 52, Swan 45, Farr 40, J/105, Mumm 30 and Melges 24 champions with the lowest cumulative points for the Acura Key West 2006 and Acura Miami Race Week 2006 regattas combined. The cumulative points will be the sum of the actual final series points for each of the regattas.

15.9 The Baxter Trophy will be awarded to the winning Farr 40.

  16 AMENDMENTS TO THIS NOTICE Premiere Racing reserves the right to amend this notice. Any amendments of this notice made prior to February 4, 2006 will be posted on the Race Week web site and mailed or e-mailed to those owners whose entries have been accepted. Amendments will be posted on the Official Notice Board and copies will be available at Acura Race Headquarters.
