Part II - Rules and Conditions

1. RULES
1.1 The regatta will be governed by the Racing Rules of Sailing (RRS) 2001-2004, the prescriptions of US SAILING, the PHRF of Southern California Rules & Regulations and Category IV safety requirements, the Class Rules for eligible One-Design classes and this Notice and Conditions of Race, except as any of these are altered by the Sailing Instructions. 

2. ADVERTISING
2.1
This regatta is designated an "Invitational Event" in accordance with ISAF Regulations 20.4.4 and 20.10(d). Advertising is restricted to Category A. There shall be no advertising on hulls, sails, spars or equipment except as permitted by ISAF Regulation 20.3.1.

3. ELIGIBILITY
3.1
Race Week is open to monohull boats with a LOA of 20 feet or greater that submit a completed entry in one of the following categories: 

PHRF boats with PHRF handicaps of 175 or less and the following one design classes: 

1D35, Beneteau 40.7, Beneteau 36.7, Farr 40, J/120, J/105, J/80, Melges 24, Santa Cruz 52, Schock 35 and Transpac 52. 

Other One Design classes may petition a class start and will be considered based on the number of boats and the event classes that are established. 

3.2 In all PHRF classes, there are no restrictions or rules prohibiting Marine Professionals from steering. There are no additional MIR related rules. 

3.3 All PHRF entrants must have a handicap assigned by PHRF of Southern California with local Area C adjustments (for more information, see section 7.2).

3.4 One Design entrants must meet all ownership, class membership (including eligibility requirements), class rules and other requirements of this event. 

3.5 A boat may not protest a boat for the alleged breach of RRS 75.2 with respect to ISAF Regulation 21.1(b). This changes Rule 60.1(a).

4. ENTRY
4.1 The entry deadline to avoid a late fee is May 31, 2003. T
he event organizer must receive a completed entry form and the entry fee by that date to avoid the late fee of $75. Entry acknowledgment will be delivered to valid entrants shortly after entry receipt. No entries will be accepted after 1800 PST, Monday, June 23, 2003 without the approval of the Event Director and payment of an additional late fee.


4.2 The Yacht Club / Regional Team Challenge
is open to yacht club teams from within the Southern California region or regional teams from outside of the Southern California area. Teams shall consist of three boats competing at North Sails Race Week. The Yacht Club Challenge entry form, available on the Race Week web page (coming soon) or from the event organizer, must be submitted prior to the conclusion of registration. 


4.3 The Kent Family Trophy competition is open to entries sailed by at least three members of an immediate family. The Kent Family entry form, available on the Race Week web page (coming soon) or from the event organizer, must be submitted prior to the conclusion of registration.

5. FEES
5.1
The entry application shall be accompanied by an entry fee. The entry fee, based on LOA, is delineated below. 

20'-24'    $200 
25'-30'    $225 
31'-39'    $275
40'-49'    $375
50'-59'    $400
60' plus  $450

A boat's LOA is to be rounded to the nearest foot (ie 29.49'=29' and 29.50'=30') for the purpose of determining entry fees.

After the start of Race #1, boats may not come out of the water until completing the regatta without the written approval of the Race Committee Chairman.

7. MEASUREMENT AND CLASS INFORMATION
7.1
Entries will be posted on the North Sails Race Week web page (first posting  May 1 or sooner). The preliminary scratch sheet will be posted on or about June 9. 

7.2 PHRF
7.2.1 PHRF handicaps for this event will be assigned by PHRF of Southern California. 

7.2.2 Non-members of PHRF of Southern California may obtain an application for a PHRF certificate by contacting PHRF of Southern California at: Tel (562) 438-6712; Fax (562) 439-4345; Email: fleetoffice@phrfsocal.org or their web page: http://www.phrfsocal.org/join.htm and referring to option #2.

7.2.3 PHRF entrants must submit their current PHRF of Southern California handicap certificate to complete their entry. PHRF entrants should not wait for their PHRF rating certificate before submitting their entry application.

7.2.4 The PHRF of Southern California class rules can be found at www.phrfsocal.org/class.htm

7.2.5 PHRF Class Breaks: In an effort to provide 'like racing', boat displacement, age and other factors will be considered when determining class breaks. When necessary to create better racing within a class, a "sub-class" will be created based on age, performance and displacement factors. Best efforts will be made to have the class splits, with PHRF handicaps, posted on the Race Week web page as soon as they are available.

8. SAILING INSTRUCTIONS
8.1
The Sailing Instructions will be posted on the Race Week web page approximately June 15 and will be available at registration.

9. RACING AREAS
9.1
It is anticipated that there will be three Divisions, each with its own separate racing area.

10. SCORING
10.1
The low point scoring system found in Appendix A of the RRS will apply, except that each boat's series score will be the sum of all of her race scores without discard. The lowest series score wins.

10.2 Seven races are scheduled of which one must be completed to constitute a series.

11. PRIZES
11.1
Overall series awards, based on the cumulative scores for the event, will be awarded after the final race, with the number of trophies awarded per class determined by the number of entries in each class.

11.2 The Boat of the Week Trophy will be awarded to the overall winner of North Sails Race Week.

11.3 The Yacht Club Challenge Trophy will be presented to the team whose three-boat team has the lowest combined score. 

11.4 The Kent Family Trophy will be presented to the highest placing boat in the regatta that is sailed by at least three members of an immediate family.

11.5 The Farr 40 Pacific Coast Championship Trophy, J/105 Pacific Coast Championship Trophy and the Schock 35 Pacific Coast Championship Trophy will be presented to the winner of each respective class.

12. AMENDMENTS TO THIS NOTICE
12.1
The event organizer reserves the right to amend this notice. Any amendments of this notice made prior to June 3, 2003 will be mailed to all owners whose entries have been accepted. Amendments will be posted on the Race Week web page and the Official Notice Board. Copies will be available at Race Headquarters.

13. LIABILITY RESPONSIBILITY 
13.1
The organizers and sponsors bear no responsibility for accidents, damages or injuries to boats or their personnel arising from any cause during races or related activities. Attention is drawn to RRS Part I - Fundamental Rules.

13.2 The safety of a boat and its crew is the sole and inescapable responsibility of the Skipper who must ensure that the boat is fully sound, thoroughly seaworthy and manned by an experienced and physically capable crew. Neither the establishment of regulations or inspection of a boat in any way limits or reduces the complete and unlimited responsibility of the Skipper. 

13.3 It is the sole and inescapable responsibility of the Skipper of each boat to decide whether or not to start or continue in any race.
