We invite you to compete in Boatscape.com / North Sails Race Week. You will be a part of something very special - a record number of boats and classes for our 2000 regatta!
Long Beach's wonderful sailing conditions have long been a major attraction to yacht owners around the world. It's been the incredible level of talent and intense competition, combined with awesome parties ashore however, that has accounted for Race Week's reputation. Race Week 2000 promises to repeat these successes, only in a bigger way. 

We are excited to welcome our two new partners, Boatscape.com and Premiere Racing. Boatscape.com is making a major commitment to the world of sailing and we welcome them to our event along with North Sails, Volvo, Corona Beer and all of our other great sponsors. Official Notice and Conditions of Race
June 23-25, 2000 in Long Beach, California


Boatscape.com / North Sails Race Week 2000 is a five-race series which will take place over three days with the first race on Friday (June 23) at 4:00pm. The event will be organized and conducted by Golison & Golison and Premiere Racing, Inc. This will be the third and final regatta in the Volvo Inshore Championships.

Part I - General Administrative Information

1. Race Week Updates

3. Race Headquarters and Evening Reception
The Official Site and Race Headquarters will be located in the Seaport Marina Hotel at the Alamitos Bay Marina. The hotel address is 6400 E. Pacific Coast Highway, Long Beach.

4. Housing/Accommodations
The Seaport Marina Hotel, the Official Site for Race Week, is offering a special Race Week room rate of $79/night. It is recommended that you make your reservations early (562-434-8451) and inform them that you are with Boatscape.com / North Sails Race Week. 

5. Docking/Launching
Alamitos Bay Marina Arrangements have been made for docking at the Alamitos Bay Marina, located directly across from the Seaport Marina Hotel, from Thursday through Monday (June 22-26). Refer to the entry form for dock fees. Docking, which is raft-up style on end ties, will be coordinated by Golison & Golison. Docking confirmation and location will be provided with your entry acknowledgement. For docking prior to June 22 or after June 26, contact Kim at the Marine Department directly: (562) 570-3215. Restroom keys are available from the Marina administrative office (deposit required). 
Olson 30 Class Olson 30 dock space will be located at the Alamitos Bay Marina on gangway end ties #13-16 and #19. 
Farr 40 Class Farr 40 dock space will be located at the Alamitos Bay Marina. Gangway end ties #39-40. 
J/Boat Entries Docking has been reserved at the Long Dock in front of the Long Beach Yacht Club. 
Alamitos Bay Yacht Club Docking in the ABYC basin has been reserved for Melges 24 entries, Santana 20 entries and ABYC members only. Docking fees delineated on the entry form do not apply to ABYC members.
Trailer Boat Launching Trailer boat launching for Boatscape.com / North Sails Race Week is available at the Alamitos Bay Yacht Club in Long Beach. For specific information on launching, hauling and trailer storage check the Race Week web page or contact the event organizer.

7. Registration
Registration is mandatory for all entrants. The boat's skipper or representative must register on site and pick up the Sailing Instructions, any amendments, bow stickers and other pertinent information.

8. After-Race Parties
Each evening following racing (approximately 1800) there will be an evening reception poolside at the Seaport Marina Hotel. Shoreside activities will include raffle prizes, sponsor demonstrations, food, beverages, live music and the trophy presentation on Sunday evening.

9. Friday and Saturday Night Dinners
On Friday night, there will be a choice of hamburger, chicken breast or sausage sandwich for $11 per person with advanced purchase. Dinner includes a variety of salads, baked beans, corn of the cob and all the trimmings. On Saturday night, the BBQ dinner is available for $16 per person with advanced purchase. The menu will include a choice of grilled salmon in a zinfandel wine sauce or breast of chicken in a chardonnay cream sauce with house salad, au gratin potatoes, fresh vegetables, rolls and desert. 10. Race Week Merchandise
Boatscape.com / North Sails Race Week merchandise special orders with embroidered boat name and sail number will be available. Order forms can be found on the Race Week web page or by contacting the event organizer. Merchandise will also be on sale on-site at the after-race parties. 


Part II - Rules and Conditions

1. RULES
1.1 The regatta will be governed by the Racing Rules of Sailing (RRS) 1997-2000, the prescriptions of US SAILING, the PHRF of Southern California Rules & Regulations and Category III safety requirements, the Class Rules for eligible One-Design classes and this Notice and Conditions of Race, except as any of these are altered by the Sailing Instructions.

2. ADVERTISING
2.1 This regatta is classified as a Category B event for the purposes of Appendix G of the RRS.
2.2 All boats will display the event bow stickers on their bow while racing.

3. ELIGIBILITY
3.1 Race Week is open to monohull boats with a LOA of 20 feet or greater that submit a completed entry in one of the following categories: PHRF boats with Southern California PHRF handicaps - 60 to 174, Fifty Footers and Forty Footers rated by the 'Rating Review Committee', and the following one design classes: ULDB 70, J/120, Farr 40, Catalina 37, Schock 35, 1D35, J/105, Olson 30 (National Championship), Melges 24 (with open and amateur/boat-owner divisions) and Santana 20. 
3.2 Marine Professionals will not be allowed to steer boats for which they or their immediate family members are not principle owners, except for the One-Design classes where individual class rules will prevail. A Marine Professional is defined as a sailor whose primary income is derived from working in the racing sailing marine industry. There are no additional MIR related rules. 
3.3 PHRF entrants, with the exception of 'Fifty Footer ±' and 'Forty Footer ±' class participants, must have a handicap of - 60 to 174 assigned by PHRF of Southern California (with local Area C adjustments).
3.4 PHRF entrants competing in the 'Fifty Footer ±' and 'Forty Footer ±' classes will have handicaps assigned by the event organizer's Rating Review Committee.
3.5 One Design entrants must meet all ownership, class membership (including eligibility requirements), class rules and other requirements of this event.

4. ENTRY
4.1 The entry deadline for Boatscape.com / North Sails Race Week is May 31, 2000. A completed entry form, a signed waiver form and the entry fee must be received by the event organizer by that date to avoid the late fee of $75. Entry acknowledgment will be delivered to valid entrants shortly after entry receipt. No entries will be accepted after 2100 PST, Wednesday, June 21, 2000.

4.2 Crew lists including address and crew waivers of liability must be submitted no later than registration. 
4.3 Boatscape.com / North Sails Race Week will be the third and final regatta in the Volvo Inshore Championships. The Volvo Inshore Championships NOR is available on the Race Week web page or by contacting John Gladstone directly (Email: john.gladstone@northsails.com / Ph (619) 224-2424). 
4.4 The Yacht Club Challenge is open to yacht club teams consisting of 3 boats competing at Boatscape.com / North Sails Race Week. The Yacht Club Challenge entry form, available on the Race Week web page or from the event organizer, must be submitted by June 21.
4.5 The Kent Family Trophy competition is open to entries sailed by at least three members of an immediate family. The Kent Family entry form, available on the Race Week web page or from the event organizer, must be submitted by June 21.


5. FEES
5.1 The entry application shall be accompanied by an entry fee. The entry fee, based on LOA, is delineated below.

A boat's LOA is to be rounded to the nearest foot (ie 29.49'=29' and 29.50'=30') for the purpose of determining entry fees. US SAILING requires that any entrant who is not a US SAILING member, pay a ten percent higher entry fee (to join call 1-800-877-2451 or join online at www.ussailing.org).

Notes: For the Olson 30 National Championship schedule, please check the Olson 30 Nationals section of the Race Week web page.

After the start of Race #1, boats may not come out of the water until completing the regatta without the written approval of the Event or Race Committee Chairman.

7. MEASUREMENT AND CLASSES


7.1 Entries will be posted on the Boatscape.com / North Sails Race Week web page. The preliminary scratch sheet will be posted on or about June 9. 


7.2 PHRF
7.2.1 PHRF handicaps for this event will be assigned by PHRF of Southern California and the event organizer's Rating Review Committee for the Fifty Footer ± and Forty Footer ± classes. 
7.2.2 Non-members of PHRF of Southern California may obtain an application for a PHRF certificate by contacting PHRF of Southern California at; Ph (562) 438-6712; Fax (562) 439-4345; Email: fleetoffice@ phrfsocal.org or their web page: www.phrfsocal.org/join.htm and referring to option #2.
7.2.3 PHRF entrants must submit their current PHRF of Southern California handicap certificate to complete their entry. PHRF entrants should not wait for their PHRF rating certificate before submitting their entry application.
7.2.4 'Fifty Footer ±' and 'Forty Footer ±' entrants must submit their current PHRF handicap certificate from their local area to the event organizer with their entry application.
7.2.5 The PHRF of Southern California class rules can be found at www.phrfsocal.org/class.htm
7.2.6 PHRF Class Breaks: In an effort to provide 'like racing', boat displacement and other factors will be considered when determining class breaks for PHRF entrants. Best efforts will be made to have the class splits, with PHRF handicaps, posted on the Race Week web page when they become available.

8. SAILING INSTRUCTIONS
8.1 The Sailing Instructions will be posted on the Race Week web page and available at registration.

9. RACING AREAS
9.1 It is anticipated that there will be three Divisions, each with its own separate racing area.

10. SCORING
10.1 The low point scoring system found in Appendix A of the RRS will apply, except that each boat's series score will be the sum of all of her race scores without discard. The lowest series score wins.
10.2 Five races are scheduled of which two must be completed to constitute a series except for the Olson 30 class which has ten races scheduled of which three must be completed to constitute a series. 

11. PRIZES
11.1 Overall series awards, based on the cumulative scores for the event, will be awarded after the final race to first through fifth place boats in those classes with a sufficient number of entries.
11.2 The Boatscape.com Trophy will be awarded to the overall winner of Race Week.
11.3 Boatscape.com / North Sails Race Week will be the third and final regatta in the Volvo Inshore Championships. The Volvo series trophies will be presented immediately following the Boatscape.com/ North Sails Race Week trophy presentations.
11.4 The Yacht Club Challenge Trophy will be presented to the yacht club whose 3-boat team has the lowest combined score. 
11.5 The Kent Family Trophy will be presented to the highest placing boat in the regatta that is sailed by at least three members of an immediate family.

12. AMENDMENTS TO THIS NOTICE
12.1 The event organizer reserves the right to amend this notice. Any amendments of this notice made prior to May 31, 2000 will be mailed to all owners whose entries have been accepted. Amendments will be posted on the Race Week web page and the Official Notice Board. Copies will be available at Race Headquarters.

13. LIABILITY
13.1 The organizers and sponsors bear no responsibility for accidents, damages or injuries to boats or their personnel arising from any cause during races or related activities. Attention is drawn to RRS Part I - Fundamental Rules.
