For the 2000 regatta, our room block has been increased at the Seaport Marina Hotel.  Be sure to ask for the “Boatscape.com/North Sails Race Week room rate.  In the event that when you call the hotel, you are told that the hotel has been sold out, please contact Golison & Golison (by either phone or e-mail).  Sometimes the hotel’s reservation department is not clear on which room block your call was for.  In this case, we can help you with this.  Otherwise, if the hotel has been sold out, we will provide you with alternative hotels.

Part I
1. The Skipper's Meeting will take place in the Seaport Marina Hotel Ballroom at 1200 
on Friday, June 23. Mandatory registration is available 1600-2000 on Thursday and 
1030-1430 on Friday. 

2. All boats must be in the water by the start of racing for their class and may not come 
out of the water until completing the regatta without the written approval of the Event or 
Race Committee Chairman.      

3. All boats, with the exception of Olson 30 class, shall display only those racing 
numbers (on all sails requiring numbers) under which she has entered, unless prior 
approval is obtained from the Race Committee Chairman.  

4. Boats will not interfere with commercial vessels. Boats violating this rule will be 
subject to protest and disqualification.

5. The Skipper/Owner shall be responsible for the actions of his or her crew and guests. 
The legal drinking age in California is 21. Minors will not be served and proof of age will 
be required. In the event of a serious breach of conduct, sportsmanship, destruction of 
property or failure to comply with the request of any Race Officer, Committee Member 
or agent of Race Week, the Skipper/ Owner will be held responsible and the boat or 
competitor may be subject to expulsion by the Event Chairman. This changes RRS 76.1.

Part II

1. RULES
1.1 The regatta will be governed by the Racing Rules of Sailing (RRS) 1997-2000, the 
prescriptions of US SAILING, the PHRF of Southern California Rules & Regulations 
and Category III safety requirements, the Class Rules for eligible One-Design classes, the 
Amended Official Notice and Conditions of Race and by these Sailing Instructions, 
which shall govern in cases of conflict. 
1.2 This regatta is classified as a Category B event for the purposes of Appendix G of the 
RRS.
1.3 Bow stickers shall be attached to both sides of the boat's hull at all times while 
racing. The stickers are to be mounted approximately 6-10 inches below deck level and 
between 10-20 inches aft of the bow. Bow Stickers and instructions will be included in 
the Registration Package. Boats failing to display bow stickers may be subject to protest 
by the Race Committee. 

2. NOTICES TO COMPETITORS
Official notices and numbered addenda to these Sailing Instructions will be posted on the 
Official Notice Board on the window of the President's Room, which is adjacent to the 
lobby at the Seaport Marina Hotel.

3. CHANGES IN SAILING INSTRUCTIONS
Any changes to these Sailing Instructions will be posted on the Official Notice Board no 
later than 1330 on Friday and by 0930 on Saturday and Sunday on the date of the 
scheduled race for which the addenda will apply. Code Flag "L" will be flown from the 
Seaport Marina Hotel flagpole 30 minutes before the posting deadline. Any posted 
change will remain in effect throughout the remaining races. For the Olson 30 class only, 
any changes made Thursday and Friday will be posted by 0930. 

4. CLASSES 
Boats will be separated into three divisions and separate classes within each division 
based on entries received. A list of boats by division and class will be posted on the 
Official Race Week Web Page: www.Premiere-Racing.com, on the Official Notice Board 
and included in the registration packages along with the pennant color for each class. 
Class pennants furnished to each boat at registration shall be flown in the aft part of the 
boat, at least four feet above deck with the yellow "Volvo Inshore Championships" flag 
at all times while the boat is racing.

5. RADIO COMMUNICATIONS
The Race Committee will use the following channels for communications:
Division One   	VHF Channel 68
Division Two   	VHF Channel 69
Division Three  	VHF Channel 71

6. SCHEDULE OF RACES
6.1 Except for the Olson 30 class, racing is scheduled each day from Friday through 
Sunday, June 23-25. Five races are scheduled of which two must be completed to 
constitute a series. One race is scheduled Friday and two races are scheduled on Saturday 
and Sunday. 
6.2 For the Olson 30 class only, racing is scheduled each day from Thursday through 
Sunday, June 22-25. Ten races are scheduled of which three must be completed to 
constitute a series. Three races are scheduled on Thursday and Friday. Two races are 
scheduled on Saturday and Sunday.
6.3 It is the intention of the Race Committee to run two races on Saturday and Sunday. 
After finishing the first race, competitors shall stay clear of the Finish Line and observe 
the starting area boundaries as stated in Sailing Instruction 10.6 until a new starting 
sequence has commenced. 

7. RACING AREAS
7.1 There will be three separate racing areas: 
Sailing Area #1 • bearing 295° approximately 1.4 miles from the Alamitos Bay Jetty; 
Sailing Area #3 • bearing 180° approximately 2.0 miles from the Alamitos Bay Jetty; 
Sailing Area #4 • bearing 150° approximately 2.5 miles from the Alamitos Bay Jetty.  

Sailing Areas for classes in Division 2 and Division 3 will rotate daily:

Note: The Olson 30 class will race in Area 4 on Thursday and Friday
7.2 Class assignments with Sailing Areas will be posted on the Race Week Web Page, on 
the Official Notice Board and included in the registration package.
7.3 The Race Committee has the right to change the Sailing Area if weather conditions 
warrant. 

8. COURSES

8.1 Courses for each race will be selected by the Race Committee from those outlined in 
these instructions. The windward mark shall be rounded to port. 
8.2 The course each class will sail will be displayed by number placards on the Signal 
Boat with or soon after the Preparatory Signal for each class and displayed until just 
before the start. Classes may not necessarily sail the same course.
8.3 The distance from the Start/Finish to Mark W and the distance from the Start/Finish 
to Mark G will be signaled on a written board from the Signal Boat before or at the 
Warning Signal for the first class to start. 
8.4  The magnetic bearing from the Signal Boat to the first mark will be displayed from 
the Signal Boat before or at the Warning Signal for the first class to start with three (3) 
code numeral pennants, reading from top to bottom or written on a poster board.
8.5 A leeward gate (2 marks) may be used. Boats shall sail between the two gate marks 
from the direction of the last mark and round the starboard gate mark to starboard or the 
port gate mark to port. In the event that a leeward gate is not in place, the leeward mark 
shall be rounded to port. 
8.6 The Start/Finish Line is restricted except when starting or finishing a race.  

9. MARKS
Marks W and G will be inflatable buoys. For a course change, an inflatable buoy with a 
black band will be used for the first change.

10. THE START
10.1  Races will be started in accordance with Racing Rule 26.1, System 2 with the 
following modifications: 
10.1.1 The Warning Flag may be white.
10.1.2  In Division 1, Class B (Farr 40) shall start 10 minutes after the start of class A 
(Five minutes after Class A starts, the Race Committee will go back to the blue flag). 
10.2  An addendum will be available at registration detailing division breaks, class 
breaks, class flags and starting order.
10.3  A placard identifying the next class to start may be displayed from the Signal Boat, 
with or soon after the class' Preparatory Signal and will be displayed until one minute 
before the start.
10.4  The Starting Line will be between two inflatable or flag buoys. The Race 
Committee boat may be outboard of the starboard end of the line or one end of the 
starting line may be on the Race Committee boat. An inflatable buoy may be attached to 
the stern of the Race Committee boat and shall be considered part of the starting mark for 
the purpose of Rule 28 and Rule 31.
10.5  The Race Committee may move either end of the Starting Line up until three (3) 
minutes before each class's start.
10.6  The Starting Area will extend 100 yards perpendicularly (to windward and leeward) 
from the starting line and radially from its ends. Boats whose preparatory signal has not 
been made shall keep clear of the starting area and of all boats whose preparatory signal 
has been made. Boats which fail to abide by these restrictions may be subject to protest 
by the Race Committee.
10.7. Approximately 1 minute before the Warning Signal, 2 sound signals will be 
sounded from the Signal Boat. The Race Committee will also attempt to broadcast its 
intentions over the appropriate VHF channel.

11. RECALLS
11.1 The Race Committee will attempt to identify recalled boats by broadcasting sail 
numbers over the designated VHF channel (except for the Olson 30 class which will be 
hailed by bow number). Failure of a boat to see or hear her recall notification or the 
timeliness of the hail shall not be grounds for redress.
11.2  General Recalls; The following modifies rule 29.3: When the race committee 
signals a general recall (race signal First Substitute), the recalled class shall start in the 
next 5 minute sequence (rolling clock). Race signal First Substitute shall be lowered 1 
minute prior to the start. The starts for succeeding classes will be postponed accordingly.
11.3  Racing Rule 30.1 (I Flag Rule) may be in effect during any starting sequence and 
subsequent recalled starts. Code Flag "I" will be raised with either the Preparatory or 
General Recall signal.
11.4  On the 2nd General Recalled start or subsequent recalled starts, the Race 
Committee may fly Code Flag "Z" at the General Recall signal indicating that any yacht 
who enters the triangular area defined by the starting marks and the first mark of the 
course during the minute prior to that class's starting signal, shall be scored a OCS for 
that race.  

12. COURSE CHANGE AFTER START
12.1  When changing course after the start, the Race Committee will set an inflatable 
buoy with a black band for the first change. When a subsequent change of course is 
signaled, the change mark will be replaced with the original mark.
12.2  A change of course will be signaled near the mark(s) beginning the leg being 
changed by a Race Committee boat that will display Code Flag "C", a poster board with 
the approximate compass bearing to the new mark and make a sound signal periodically. 
The change will be signaled before the leading boat of a class has begun the leg, although 
the new mark may not be in position.
12.3  Those designated class(es) for which the course change applies will have their class 
name written on a poster board.

13. SHORTENING THE COURSE
13.1  Course may be shortened at the discretion of the Race Committee (this modifies 
rule 32 as per rule 86.1 (b).
13.2  Code Flag "S" will be displayed by the Race Committee Boat at the rounding mark 
where the race is to be shortened if the race is shortened for all classes. To shorten course 
for designated classes, the class(es) will be identified on the poster board on a Race 
Committee boat at the rounding mark. Boats shall finish between the race committee boat 
and the rounding mark.

14. THE FINISH
14.1 The Finish Line will either be between two inflatable or flag buoys or a staff 
displaying an orange flag on a committee boat and an inflatable or flag buoy.
14.2 In the interest of starting a second race in a timely fashion on two-race days, the 
Race Committee may assign a finish position to the last finisher(s) in a division providing 
the appropriate finish position can be determined in a reasonable manner.

15. WITHDRAWAL
A boat that retires from a race or does not intend to start a scheduled race shall promptly 
report this to the Race Committee on station via hailing or the designated VHF channel. 
If this is not possible, she shall promptly report her actions to the Protest Desk on shore. 

16. PENALTY SYSTEMS
16.1 A boat that may have broken a rule of Part 2 while racing, may take a penalty at the 
time of the incident by promptly making a 360° Turn, except for fouls occurring inside 
the two boat length circle of any turning mark. A 720° Turns Penalty will be required for 
any foul committed inside the two boat length circle of any turning mark. This modifies 
rule 44.2.

17. PROTESTS
17.1 The protest flag shall be red and displayed where it can easily be seen by the Race 
Committee. A protesting boat must notify the Race Committee of her protest as soon as 
possible after finishing via hail or the designated VHF channel and be acknowledged.
17.2 Protest forms are available at the Protest Desk in the President's Room. Completed 
protests shall be delivered to the Protest Desk as soon as possible but no later than one 
hour after the Division Signal Boat docks. 
17.3 It is the sole responsibility of each boat to have its representative and witnesses 
available at the Protest Desk when the hearing is called. Protests which have been filed 
will be posted at the protest desk.
17.4 Protest hearings will be conducted as "Time-Limited Protest Hearings". Each party 
will be allowed 8 minutes to present their version of the incident and to question the other 
party(s). Following testimony and questions, any party may accept a 40% penalty. If a 
party accepts a 40% penalty then the relevant protest(s) shall be dismissed and the party 
may not be penalized further in that hearing (except for breaking RRS 2). If the protest(s) 
are not resolved, then the parties may call witnesses. Witnesses shall have 2 minutes to 
present relevant and non-redundant testimony. Each party will be allowed 2 minutes to 
question each witness(es). Each party will then be allowed 1 minute to summarize their 
position. These procedures change RRS 63.1, 63.6 and 64.1.

18. SCORING
The low point scoring system of Appendix A2.2 of the RRS will apply except that each 
boat's total score will be the sum of her scores for all races.

19. PRIZES
19.1 Class awards for the series and special trophies will be presented at the Seaport 
Marina Hotel on Sunday, June 25, as soon as possible after the races are completed and 
protests resolved (approximately 6:30 pm).
19.2 Special Race Week trophies will include the Boatscape.com Trophy, awarded to the 
Boat of the Week winner; the Olson 30 National Championship Trophy, awarded to the 
winner of the Olson 30 class; the Yacht Club Challenge Trophy, awarded to the winning 
three-boat Yacht Club team; the Melges 24 Western Open Championship Trophy, 
awarded to the Melges 24 class winner; the Schock 35 Pacific Coast Championship 
Trophy, awarded to the Schock 35 class winner; and the Kent Family Trophy, awarded to 
the winning family-sailed boat.
19.3 The Volvo Inshore Championships' trophies will be presented to the winners in this 
three-regatta series.


INVITED CLASSES – 1999 Regatta

   PHRF (ratings –60 to 174): 

Class splits will take boat type and displacement / length ratio into account with the goal to provide ‘like boats’ competing against one another.    

 J/120: 

The J/120’s are one of the fastest growing big-boat one design classes in the country www.j120socal.com.  Race Week 2000 will likely build on the 14 entries from last year.   

Farr 40: 

This popular owner/driver class made their debut in 1999 with 8 entries.  Some of the hottest sailors in the world are currently crewing in this class which www.farr40.org. There are currently 13 West Coast Farr 40s.  

Catalina 37:

The Catalina 37 is a one design keel boat class and boats are available for charter through the Long Beach Sailing Foundation.  For charter information, contact Chip Evaul @ (562) 493-5173.  

 Schock 35:

The Schock 35 class has been the most stable one design keel boat fleet on the west coast for a number of years with strong class rules – both for the boat and crew.   Race Week is the Schock 35’s Pacific Coast Championship.  More than 20 Schock 35’s are expected to compete at the 2000 regatta.  

        

For the 2000 regatta, additional one design classes are invited to compete.  These include: 1D35, Olson 30, Santana 20, Antrim 27 classes.

 

Other classes are welcome to apply.  Establishment of One Design classes are at the discretion of the Regatta Management.

Dock Space – Docking is coordinated by Golison & Golison, using “raft up, end-ties” in the Long Beach Marina (in close proximity to the event headquarters).    If you need guest docking, please sign up for docking with your entry form.  For owners who have paid for docking, please see the “Docking Information” section of the web page for specific docking instructions .

YACHT CLUB CHALLENGE TROPHY

Information

 

The format will be as follows:

*           A yacht club may enter up to 3 individual teams.  Each team entered is a separate entity unto itself. There must be a 12 second per mile or greater rating difference between team members racing in the same class.  Class breakdowns will be announced June 18th.

*           Each yacht club entering the Yacht Club Challenge must declare its 3 boat team(s)  by June 21st.  (No substitutions after this date except for an emergency situation, with the Race Committee's approval.)

*           The skipper of each yacht on the team(s) must be a member of the yacht club they are representing. 

*           The yacht club with the lowest cumulative combined score of its three boat team shall be the winner.  In case of a tie, the winner shall be the club who has the lowest combined score in the final race.

THE LYDIA KENT TROPHY (Family Trophy)

Information

Lydia Kent was the wife and mother of one of Long Beach's most prominent sailing families.  The Kent family is a two time class winner of "Race Week".  This was one of their favorite regattas as it gave them the opportunity to bring home the crystal trophies that Mrs. Kent enjoyed so much. 

Golison & Golison is proud to donate the "Lydia Kent Trophy".  It is fitting that this perpetual trophy, given in her memory, is a beautiful crystal bowl awarded for family sailing. 

This trophy will be awarded to the highest placing boat with the lowest score, whose skipper sails the series with a minimum of 3 family members including the skipper.  Family members are defined as the immediate family, their spouses and their in-laws.
