QUANTUM KEY WEST 2012 - NOTICE AND CONDITIONS OF RACE

5.7 PHRF

5.7.1  It is the intent of the event organizer to offer PHRF racing based on specific handicap ranges (below) if critical mass is achieved for these specific ranges.

 

5.7.2  The preliminary handicap ranges are listed below along with typical boat models that could race in these classes. The Event Organizer reserves the right to adjust these ranges and boat types based on entries. A minimum of 8 boats are necessary to establish a PHRF class. PHRF owners are asked to pre-register as early as possible to help others gauge the level of interest in PHRF racing.

   High Performance Handicap

This web posting provides details on the High Performance Handicap Class being offered at Quantum Key West 2012. The information below is referenced in the applicable sections of the Notice of Race (sections 3.8, 5.8, 8.5 and 11.6), which are provided at the bottom of this posting for your convenience.

 

Maximum Crew Weight Limits  (NOR 3.8):

The maximum crew weight limits for this class is the same as the event PHRF crew weight limits.

 

Handicapping Consortium  (NOR 3.8):

The Special Handicapping Consortium, separate from the PHRF Handicapping Consortium, will consist of the following three individuals:

Class Composition  (NOR 5.8):

If there are sufficient entries, the Organizing Authority will offer a High Performance handicap class. The approximate equivalent PHRF rating range and typical boat models for the class follows:

 

Approximate equivalent PHRF rating range -10 to 170

Typical boat models: GP42  -  Soto 40  -  McConaghy 38  -  R/P 45  -  Farr 400  -  J/125  -  J/145

 

Sub-class scoring for one design models will be offered within the class for those models with a minimum of 4 boats. The final determination on the composition of the High Performance class, the handicap range, and the minimum number of boats necessary to have a class start will be at the sole discretion of the Organizing Authority.

 

Handicapping and Appeal Procedures  (NOR 8.5):

The handicapping and appeal procedures will be as specified in the event PHRF Rules & Regulations. When there is conflicting information in the Notice of Race or this web posting, the Notice of Race and web posting will take precedence.

 

Handicapping Application  (8.5):

High Performance entrants who competed in Key West 2011 and whose boats will be in the identical configuration do not need to submit the full handicap application. They must instead submit the renewal application (to be  posted) and all current PHRF, IRC and ORR handicap certificates. All other High Performance entrants must submit a completed PHRF handicap application (pdf) or Online and all current PHRF, IRC and ORR handicap certificates prior to the December 20, 2011 entry deadline. After that date a late fee of US$100 must accompany the application. The Handicapping Consortium may request additional information above and beyond what is required on the handicap application. Additional certificate(s) are required for measurement verification purposes.

 

A High Performance handicap certificate will be sent to entrants after the Consortium has assigned a handicap and all certificates will be posted on the event web site. Entrants should not wait for their Key West handicap certificate before submitting their entry.

 

Scoring  (11.6):

Scoring will be Time-On-Time (see NOR Amendment #1). The Event Organizer may elect to ‘dual-score’ the High Performance Class with another handicapping rule.  

 

 

NOR Sections for the High Performance Class

3.8 The High Performance handicap class will have maximum crew weight limits. A special Rating Consortium will assign handicaps for this event. The composition of the consortium and crew weight limits will be posted on the event web site not later than October 1, 2011.

  J/Boats Specific Handicap Classes

This web posting provides details on the J/Boats Specific Handicap Classes being offered at Quantum Key West 2012. The information below is referenced in the applicable sections of the Notice of Race (sections 3.7, 5.6, 8.4 and 11.5), which are provided at the bottom of this posting for your convenience.

 

Maximum Crew Weight Limits  (NOR 3.7):

The maximum crew weight limits for these two classes are the same as the event PHRF crew weight limits.

 

Handicapping Consortium  (NOR 3.7):

The Special Handicapping Consortium, separate from the PHRF Handicapping Consortium, will consist of the following three individuals:

Class Composition  (NOR 5.6):

If there are sufficient entries, the Organizing Authority will offer J/Specific handicap racing in two classes. The approximate equivalent PHRF rating range and suggested boat models for the two classes follow:

 

J/Boats Class 1:  Approximate equivalent PHRF rating range 36-84

  Suggested boat models: J/124  -  J/111  -  J/120  -  J/109  -  J/35  -  J/36  -  J/33

 

            J/Boats Class 2:  Approximate equivalent PHRF rating range 84-138

  Suggested boat models: J/100  -  J/92  -  J/95  -  J/34  -  J/29  -  J/27  -  J/30

 

Sub-class scoring for one design models will be offered within the classes for those models with a minimum of 4 boats. 3.7 The J/Boats specific handicap classes will have maximum crew weight limits. A special J/Boats Rating Consortium will assign handicaps for this event. The composition of the consortium and crew weight limits will be posted on the event web site not later than October 1, 2011.

 

5.6 There will be as many as two separate J/Boats specific handicap classes. J/Boats will provide details on the handicap ranges and boat models eligible for both classes along with handicapping procedures and maximum crew weight limits no later than October 1, 2011 (posted on the event web site). Sub-class scoring for one design models will also be offered within the two J/Boats handicap classes.

 

8.4 The J/Boats specific handicap classes’ handicapping and appeal procedures will be posted on the event web site.

 

11.5 The J/Boats specific handicap classes will be scored using handicaps provided by the special J/Boats Handicapping Consortium using time on time scoring.

 Base Crew Weight Limitations

SECTION VI. 4.

 

Base Crew Weight Limitations:  For all PHRF entries, boats shall be rated within the following Base Crew Weight Limitations. Crew weigh-ins are not required for PHRF entries, but PHRF Crew Weight Limitations may be subject to protest. Boats shall sail with the same crew in all races unless the change is approved by the Race Chairman. Any request for changes in crew or crew numbers must be submitted to the Race Office in writing prior to the race in which the change is to take place. In addition, boats may carry up to two additional crewmembers above their designated crew weight limitation provided they accept a handicap adjustment as prescribed below. Entrants intending to carry additional crewmembers must so indicate on their PHRF handicap application. The PHRF handicap will be adjusted accordingly and the adjusted handicap will stand for the series.

A boat’s LOA is to be rounded to the nearest foot. For example, a 25.49 foot boat is rounded to 25 feet LOA and is allowed a base crew weight of 720 pounds. A 25.5 foot boat is rounded to 26 feet LOA and is allowed a base crew weight of 900 pounds.

Rating adjustment for each additional 180 pounds or part thereof (based on rounded length as described above):

24.00-36.00’         3 sec/mile

37.00 -49.00’        2 sec/mile

50.00’+                  1 sec/mile

(No more than 360 extra pounds of crew weight (approximately 2 additional crew) may be carried)
